Thoughts & Some Solutions!

I have been thinking about the plight of Labourers, Workers and Migrants who went through a major ordeal to reach back their native home admist Hunger, Fear, Helplessness, Desperation and all possible worst case scenarios a society can possibly imagine.

When i went through the Mass gathering video and other related videos and images, it struck me - This huge  population residing in the capital is categorised under the Unorganised Commerce of the state ie their employment isn't regulated nor they are registered Officially anywhere.

If anything happens to them who is RESPONSIBLE?

Its painful yet a revelation that they are the self invited category who came to the city to pursue their dreams and ambitions just like everyone but somehow got stuck under the regime of corruption and uneven distribution of resources which is a common in our country since Independence.

Being subjugated under enforcement, harrasment, and whims of their employers, they are only managing a hand to mouth routine and surviving in the city hoping for a better day similar to their dreams and ambitions.

So what can be done? We cannot simply outcast them, or abandon them to fend for themselves. There needs to be special Regulations, Rules, Protocols, Procedures to safeguard the interest of every Migrant, Labour, Worker etc traveling from their Native places to Cities for Work Prospects.

And its not just during Crises like this, but also for a long term understanding for normal livelihood.

I have come up with some pointers as far as i can understand the situation and methods to achieve the required targets.

1. Registration of every Unorganised Worker.

India can launch a Work Permit Card (WPC) for all the Workers, Labourers and Migrants traveling from their native places. The WPC Should be Linked to Aadhar & PAN. The Registration can take place in the Local Native Village or Nearby District office of each Village in India.

Each State Govt To be given the job of creating a unified system, collect data and supply the collected database to Central Govt for processing and verification of the WPC.

It will serve two main purposes, each WPC holder will have a definite identification which will help them move around in the country be it any state and secondly they will have a Bank Account through which they can manage their finances.

Registration will also help filter illegal and scurplous involvements, Will be a major help in Verification process by employers, police, and any other employment Agency.

It will also become a Easy & Smooth Support + Grievance redressal for the State Governments & Central Govt.

2. State Shelters for Labourers, Workers, Needy, Homeless, Helpless, Visitors, etc during time of any Crises like War, Riots, Epidemic, Pandemic, Natural Disaster etc.

Each state should be in possession of a fully equipped Building or set of buildings with Bedding, Fooding and Medical facilities. The Building could simply be built in the fashion of a school, Hospital or Hotel even existing Govt schools can be converted into the same with required added resources etc. In order to make the place more habitable extra addons can be provided for Entertainment, Sports & Leisure Activities. The Buildings can also be ready with Ambulances, Police Vehicles and Buses for transportation.

The idea is simple, at any point of time whenever a crises breaks, all the WPC holders can move towards their respective closest centres or visit the one with rooms available. The state Govt can also send notifications via a dedicated app or SMS which will help better management and avoid chaos. Instead of People running to state borders, people will settle down at the centres from where the travel to their hometown can be planned and prepared. Location of these Centres is crucial, so its recommended thats its near State borders, Interstate Bus Terminals & Railway Stations.

3. Strict Checking, Verification and Clearance of Employers, Small Businesses, Commercial Hubs where these workers are working.

Its clearly noted that many workers did not receive wages before they left, they were forced to move out with no money, no food and no security or support from their employers about what would happen to them or how the situation will lead them into their near future. One of the core reasons why we saw the mass flocking and exodus of migrants is because they were left with no other options.

The State Govt Should appoint legal bodies who can have a round check at all Worker/Labour/Migrant based employment establishments and report any kind of harassment, mistreatment or corruption taking place in any workplace. If found so their license to operate to be suspended and a legal case to be implied until proven guilty or innocent. The State govt should also ensure that the WPC holder do not misuse or practice fraudulent activities as a privilege holder and harm the very welfare interest of the prepared arrangements and understanding. If found guilty similar legal procedures to be followed post suspension of priviledges.

There is a lot more to share, write and inform but I believe this much is enough for an eye opener and to take action where it's most required. We as a nation need to build ourselves stronger from its very roots. The migrant workers and Labourers are the backbone of the country providing manpower to huge number of enterprises and activities be it Construction, Trade, Transportation, Local Food Network etc.

Instead if spending huge resources on building statues and welcoming guests a meagre amount of funds can make these plans work into reality. I am sure our nation have highly qualified and dedicated personnel to do this I am also sure most of you might be thinking on the same line and want to do something about it rather just read about what's going on daily basis. I just came up with solutions and hope these or something similar will be implemented in near future.

We can sit and complain about whats wrong in our country but we seldom come forward with solutions, if you feel what i have written makes any sense kindly share it further.
